Pay attention that normally Skype activates HQ Video only if you have a Dual-Core processor, and an expensive Logitech webcam...

IMPORTANT: If you have a Logitech webcam, I recommend that you install the latest Logitech Quickcam driver, don't bother about your webcam model, download the Quickcam software for the Quickcam Pro 9000 from here

If the bandwidth is too low, Skype will not send HQ video even with this hack.
Usage:
Make sure you have the latest driver for your webcam, and a recent version of Skype (above v3.6). Note: You need to configure your webcam in Skype before going to the next step.
Install this software and then click on "Enable HQ Video"
Quit and restart Skype
Enjoy sending HQ Video to your contacts
You may want to check that your processor isn't overloaded, use windows task manager (Ctrl-Alt-Del)
Tip:
Check that HQ resolution is enabled, in skype
Go to the 'Tools' Menu,
Clic the 'Options...' menu item,
Clic the 'Advanced' Tab,
Clic the 'Connection' sub-tab,
Clic the 'Display technical info during calls' checkbox.
Note:
Skype standard resolutions: 160x120, 320x240, 640x480 (HQ)
other resolutions: 800x600, 980x720 (HD, seems to be the max limit, at least on my QuickCam Pro 9000)
Troubleshoot:
If you get the "Cannot Start Application" error while installing, this is a common bug of Microsoft, so please do the following operations:
In windows file explorer, in the navigation bar type: "%USERPROFILE%\local settings\Application Data\IsolatedStorage" (without the double quotes), and then press enter.
Then, select all folders you see and delete them (they are just installation temporary files that Microsoft forgot).
Repeat the above operation in: "%USERPROFILE%\local settings\Apps\2.0\Data"
